How it works

1

Eligibility check

We review the proposed role, the candidate, and the employer's current pass-holder profile against MOM's eligibility criteria for the relevant pass type — EP qualifying salary, COMPASS framework points (for EP), S Pass quota and dependency ratio, Work Permit sector eligibility and source country list, Dependant Pass eligibility. If eligibility is marginal, we say so before any application is submitted, with options to strengthen the application or consider alternative pass types.

2

Application preparation

We assemble the complete MOM submission package — application forms, supporting documents from the employer and candidate, qualification verifications, role justification, and any sector-specific or COMPASS-specific supplementary submissions. We review for completeness against MOM's current documentation requirements before filing.

3

Submission & monitoring

We file the application with MOM via the appropriate channel (EP Online, WP Online, etc.), monitor processing status, and respond to any MOM queries within the requested timeframe. If MOM requests additional information or documentation, we coordinate with the employer and candidate to provide a substantive response.

4

Renewals, changes, & appeals

After approval, we coordinate ongoing pass management — renewals filed ahead of expiry, change-of-employer applications, cancellations on departure, and dependant pass linkages. If a query or rejection requires an appeal, we prepare and submit a substantive appeal package with the employer.

HR Shared Services Singapore — People Profilers Pte. Ltd. holds MOM Employment Agency Licence 02C4944

Work pass services Singapore — 23+ years under an MOM EA Licence

Work pass filings are MOM-regulated work — only Employment Agencies holding a current MOM EA Licence may submit applications on a client's behalf. People Profilers Pte. Ltd. (UEN: 200618776E) holds MOM Employment Agency Licence 02C4944 and has filed Employment Passes, S Passes, Work Permits, and Dependant Passes for Singapore employers for over 23+ years. We are the MOM-licensed filer; the client remains the legal employer of every pass holder. Our practice is built around three things — accurate first-time submissions to reduce the likelihood of queries or rejections, honest eligibility advice before applications are filed (we will say no if the candidate's profile doesn't meet current criteria), and a per-application pricing model with no minimum commitment so you only pay for filings you actually need. We don't pretend to control MOM's processing timelines or approval decisions — those sit with MOM — but we do everything within our control to give each application the best chance.

What's included in our work pass service

Three layers — the work pass filings themselves, the compliance and advisory work that should accompany every application, and a pricing structure designed for transparency and budget control. No minimum commitment, no retainer, no bundled HR services on the per-application track.

Pass filings

  • Employment Pass (EP) — initial & renewal
  • S Pass — initial & renewal, quota planning
  • Work Permit — initial & renewal, dependency ratio
  • Dependant Pass (DP) — linked to primary pass

Compliance & advisory

  • Eligibility pre-checks before filing
  • COMPASS framework scoring (EP applications)
  • S Pass quota & Work Permit dependency planning
  • MOM query responses & appeal preparation

Transparent pricing

  • Per-application service fee, line-itemed
  • MOM fees passed through at official rates, no markup
  • No retainer, no minimum commitment
  • Quoted up front before any application is submitted

Fees are confirmed per filing in writing before submission. The client remains the legal employer of the pass holder; People Profilers acts as the MOM-licensed Employment Agent filing on the client's behalf. If you also want your broader HR function — payroll, employee lifecycle, statutory reporting — bundled with work pass administration under one retainer, see HR Shared Services.

When standalone work pass services make sense

Standalone work pass services fit employers who run their own HR function in-house but need an MOM-licensed agent for immigration filings. Three patterns we see most often.

1

Foreign HQ expanding into Singapore

Overseas HQs hiring their first Singapore-based EP holders, often before they have any in-region HR presence. We file the EPs, coordinate Dependant Passes for the family relocation, and advise on the broader sequence — incorporation, MOM employer registration, FCF compliance — that needs to be in place before the first pass can be issued.

2

Established employer with regular pass volume

Singapore employers with a steady cycle of work pass filings — annual EP renewals, S Pass quota management, Work Permit cycles — who want a consistent EA-licensed partner rather than managing MOM submissions in-house or rotating between agents. Per-application pricing means you only pay for filings you actually need.

3

Complex or marginal applications needing eligibility review

Senior hires where COMPASS scoring is marginal, S Pass applications close to quota limits, or candidates with non-standard profiles that need careful eligibility framing. We assess upfront whether the application has a realistic path to approval before any submission, and prepare appeal packages if MOM queries or rejects.

If you want work pass filings bundled with full HR function outsourcing under one retainer, see HR Shared Services. If you're planning a restructuring that affects foreign-pass workforce decisions before any filing decisions are made, our HR Consultation service helps with the upstream workforce planning.

"We had three EP holders relocating with families. People Profilers handled all the EPs and four Dependant Passes in parallel, coordinated school-enrolment letters that some of the schools needed for admissions, and the whole family relocation closed within MOM's normal processing window. They knew exactly which documents would be queried and pre-empted them."

Frequently asked questions

Which work passes do you handle?

Our standalone service covers the four MOM work passes that account for the vast majority of Singapore employer filings: Employment Pass (EP), S Pass, Work Permit, and Dependant Pass. For each, we file initial applications, manage renewals ahead of expiry, and coordinate cancellations on departure.

Specialist routes — Tech.Pass, ONE Pass, PEP, EntrePass, ICA Permanent Residency applications — sit outside our standard work pass scope. If your situation involves these, we can refer you to immigration specialists who focus on those specific routes, or discuss whether the standard pass framework is a better fit.

How is your work pass service priced?

Per-application service fee on a transparent line-item structure. You pay one fee per pass we file, on top of MOM's official application charges (which we pass through at MOM's rates with no markup). Different rates apply to different pass types — EPs are priced higher than S Passes or Work Permits because they typically require more substantive application preparation, COMPASS framework documentation, and supporting role justification.

There's no minimum commitment, no retainer, and no annual contract. You engage us when you have a filing; you don't pay anything when you don't. Every fee is quoted in writing before any application is submitted — no surprises after the fact.

If your work pass volume is high enough that bundling makes sense, or if you want work pass administration combined with broader HR function outsourcing under one retainer, see our HR Shared Services page — that's the right framing for those engagements.

Do you guarantee work pass approvals?

No, and any EA-licensed agent that does is misleading you. Work pass approval decisions are made by MOM based on their current eligibility frameworks (COMPASS for EPs, quota and dependency rules for S Pass and Work Permit, etc.), the strength of the application, and broader policy considerations. None of those sit within an agent's control.

What we do commit to is filing-quality: honest eligibility advice before any application is submitted (we'll tell you when a profile looks marginal rather than file a weak application for the fee), complete and accurate documentation, substantive responses to any MOM queries, and prepared appeal packages if a rejection warrants one. That practice typically translates to higher first-time approval rates and fewer queries — but the decision itself remains MOM's.

How long does MOM take to process work passes?

Processing times are set and updated by MOM and vary by pass type, applicant profile, and the current MOM queue. We don't publish our own timelines because doing so would imply control over a process that's entirely MOM's. Instead, we point clients to MOM's official published processing times for each pass type and update expectations if MOM's queue lengthens or shortens.

For reference: MOM publishes current processing-time estimates on each pass type's page (EP, S Pass, Work Permit, Dependant Pass). When you engage us for a filing, we share the current published times for your specific pass type and flag any unusual queue behaviour we're seeing.

What happens if MOM queries or rejects an application?

MOM queries — requests for additional information or clarification — are a normal part of work pass processing for many applications, particularly for borderline COMPASS scores, non-standard candidate profiles, or roles where the eligibility framing needs further substantiation. When we receive a query, we coordinate with the employer and candidate to assemble a substantive response within MOM's requested timeframe.

If MOM rejects an application, we review the rejection grounds with the employer and assess whether an appeal has a realistic path. Appeals require a substantive new submission — fresh evidence, restructured role framing, or additional documentation addressing the specific reasons MOM cited. We don't file appeals reflexively; if our review suggests the rejection is sound under current MOM criteria, we'll say so and discuss alternative pass types or candidate options.

How is this different from your HR Shared Services or in-house immigration staff?

Standalone Work Pass services suit employers who run their own HR function in-house but need an MOM-licensed agent for filings. You keep your payroll, employee lifecycle, and statutory work in-house (or with a different provider); you engage us only when you need a pass filed.

HR Shared Services is full HR function transfer — we run payroll, employee lifecycle, benefits, statutory reporting and the work pass filings under one engagement. Different commercial model (monthly retainer rather than per-application), different scope (HR + work pass rather than work pass only).

The choice between standalone work pass services and an in-house immigration hire usually comes down to volume and cost. Below a certain pass-filing volume per year, the cost of a dedicated in-house immigration person (salary, training, MOM portal access, ongoing regulatory updates) exceeds per-application agency fees. Above that volume, in-house may be efficient — but it also concentrates regulatory risk on one person whose knowledge can leave when they do.
